Executive Order 13224, signed by President George W. Bush on September 23, 2001, under the authority of various U.S. statutes, was issued in response to the 9/11 attacks. It declared a national emergency to address the ongoing threat of terrorism. The order empowers the U.S. government to disrupt terrorist financing by blocking the assets of foreign individuals and organizations involved in terrorism or providing support, services, or assistance to terrorists. It also targets entities associated with these groups, including front organizations and subsidiaries, thereby broadening the scope to dismantle their financial networks.  (https://www.state.gov/executive-order-13224/)
